Award-winning Caramelita Bars

When I say these Caramelita Bars are award winning, I mean it. They have received the highest award available for a dessert bar... voted "Best Dessert" at a church function. š
But for real, these bars are so good. They have a chewy oatmeal cookie base, topped with chocolate chips, caramel and more oatmeal cookie goodness. A 9x13 pan of these doesn't stand a chance making it to the next day around here.
Make these and you won't be disappointed!

Ingredient Preferences
These bars will be delicious not matter what brand of ingredients you choose. But I get the best, consistent results with Mrs. Richardson's Butterscotch Caramel sauce and Guittard Milk Chocolate Chips with this recipe.
Notes

1
In large bowl combine flour, oats, brown sugar, salt and baking soda. Add melted butter to form a crumbly mixture.
Sprinkle half of crumbly mixture into a greased 9x13-inch pan. (I smash mine down lightly to make sure there aren't any holes but it does puff up and expand while it bakes). Bake at 350*F for 10 to 15 minutes.

2
Sprinkle chocolate chips over warm, baked mixture and top with caramel sauce. Sprinkle remaining crumbly mixture evenly on top. Bake at 350*F for 15 minutes.

3
Make a day ahead or several hours ahead to allow time for caramel to set.
Makes 2 dozen bars.
Instructions
1 1/2 cups flour
1 1/2 cups old fashioned oats
1 1/2 cups light brown sugar
1/4 teaspoon salt
1/2 teaspoon baking soda

1 package milk chocolate chips (Guittard forever and for always)
